In 2000, the Center of Disease Prevention and Control of Pudong New Area was set up on the basis of the former health and epidemic prevention station of Pudong New Area. At the end of September 2009, it merged with the formerdisease prevention and control of Nanhui District. The center is a specialist agency where the government prevent and control diseases, dispose the public health emergencies, monitor and intervene in the health hazards,analyse and evaluate thelaboratory tests, prevent and control the chronic non-communicable diseases and health hazards, implement the health education and health promotion, and also guide the management and appliance of the preventive medicine techniques.
The center has set 6 administrative offices, 10 business departments and 6 sub-centers, which is based on the characteristic of Pudong New Area population and region and the working emphasis of disease prevention and control. The administrative office is mainly responsible for the work of the party and the government administration and the service management, disposal and coordination of the emergencies, management of the laboratory quality and safety. The business department is responsible for the organization and implementation of the disease prevention and control and the monitor of laboratory tests. Sub-centers are responsible for the implementation of a professional team, forms the region health and disease control work, training of community health service centers and guidance. The center now has 297 employees, including 22master’s degree, 148 bachelor degree and 59 college degree. In these 297 employees, there are 4 chief physicians, 22 associate chief physicians, 113 technical staffs with middle-level academic title. Health workers account for 81% of all. Also the centre has a BSL-2 scale laboratories, ultra-clean laboratories, high-voltage laboratory and several other laboratories, equipped with automatic infrared analyzer, automated microbial analyzer, automatic microbial counts, atomic absorption spectrophotometer, automatic biochemical analyzers and other advanced equipment. The center has passed the certificates through the National Laboratory Accreditation Center (17025 certificate) and the Shanghai Quality and Technical Supervision of the measurement certification, with 9 categories 324 parameters of the inspection and testing capabilities. The center is also the HIV screening laboratory in Shanghai, the National Iodine Deficiency Disorders Reference Laboratory and the National Influenza Surveillance Network Laboratory.

It is also a public health training center in Pudong New Area.
